Implement fingertracking in skeleton and support for sending it via VMC.
Does not implement support for flex sensors or SteamVR Input 2.0 or a GUI to assign the trackers to the finger bones

TODO:

  • Don't send the fingers via VMC when we don’t have finger trackers

Needs SlimeVR/SolarXR-Protocol#143
